REPORT Results of the Minister of Justice's working visit to Cuba and Canada.

In implementation of the Ministry of Justice's 2025 Ministry-level Foreign Affairs Plan, with the permission of the Prime Minister in Official Letter No. 6681/VPCP-QHQT dated July 18, 2025, and based on Article 39 of the Government's Working Regulations issued together with Government Decree No. 39/2022/NĐ-CP dated June 18 , 2022 , the Ministry of Justice respectfully reports to the Prime Minister on the results of Minister Nguyen Hai Ninh 's working trip. In Cuba and Canada from August 11th, 2025 to August 14th, 2025 (excluding travel time and 1.5 working days in each country) as follows:

With the permission of the Standing Committee of the Party Central Committee (Official Letter No. 15518-CV/VPTW dated June 20, 2025, from the Party Central Committee Office) and the Prime Minister (Official Letter No. 4266/VPCP-QHQT dated May 15, 2025, from the Government Office), a delegation from the Ministry of Justice, led by Minister Nguyen Hai Ninh, visited China and attended the first Conference of Justice Departments of provinces sharing a border with Vietnam and China from June 26, 2025, to June 29, 2025. The Ministry of Justice respectfully reports to the Standing Committee of the Party Central Committee and the Prime Minister on the main results of the trip, specifically as follows:
Legal and judicial cooperation between Vietnam and Malaysia contributes to the prosperity and development of the region

On the occasion of the official visit to Malaysia, on July 12, 2017, Standing Deputy Prime Minister Truong Hoa Binh visited the Office of the Attorney General of Malaysia and held talks with Malaysian Attorney General Mohamed Apandi Bin Ali. The General Inspector of the Government Phan Van Sau, Deputy Minister of Justice Nguyen Khanh Ngoc, Deputy Chairman of the Government Office Le Manh Ha and Foreign Ministry leaders attended the meeting.
Strengthening Vietnam – Lao legal and judicial cooperation

On the purpose of exchanging and learning Vietnamese experiences in coordinating and monitoring the results of the implementation of the Constitution and laws on judicial field between the National Assembly and concerned agencies, on 27th June, in the framework of the visit and work in Vietnam from 25 to 30 June 2017, the Lao National Assembly delegation led by Member of the Standing Committee, Chairman of the Lao PDR Justice Committee of National Assembly had a meeting with Minister of Justice Le Thanh Long at the headquarter of Ministry of Justice.
National Assembly discuss draft Law on Legal aid (amended)

​Dicussing the draft amended Law on Legal aid on Jun 1st, a large number of National Assembly (NA) deputies agreed to the provision on legal aid beneficiaries aiming to ensure the feasibility and be approriate tothe existing resources. However, there still remained some concerns as according to the draft law,several beneficiaries are eligible for legal aid only if theyhavefinancial difficulty.
Study trip on legal aid in the Netherlands and Finland

Recently, the delegation of the Ministry of Justice headed by Ms. Nguyen Thi Minh - Director of the Department of National Legal Aid has worked with a number of agencies and organizations in the Netherlands and Finland to learn from their legal aid experience.

On 11 May, Minister of Justice Le Thanh Long chaired a meeting on the organization and implementation of the interdisciplinary legal aid Program for enterprises (Program 585). Attending the meeting were Deputy Minister Phan Chi Hieu, members of the Program Management Board who are leaders of units under the Ministry and officers participating part-time in the Program
Vietnam and New Zealand: Strengthen and develop cooperative relations in legal and judicial fields

On April 24th 2017 in Wellington, the delegation of Ministry of Justice led by Deputy Minister Le Tien Chau had a meeting with Mr. Christopher Finlayson, Attorney General of New Zealand. The Vietnamese Ambassador to New Zealand Nguyen Viet Dung, New Zealand Court of Appeal Judge Stephan Kos, New Zealand Education Board Chairman Charles Fynny and Professors of Law Faculty of Vicroria University – Wellington attended the meeting.

On 19th April, H.E. Le Thanh Long, Minister of Justice of Viet Nam, held a courtesy meeting with H.E. Phayvy Sybualypha, Deputy Minister of Justice of Laos to discuss and share legislative experience and practice of law implementation in Viet Nam in general and of the Law on Civil Judgment Execution in particular, supporting revision of Laos’ law on civil judgment execution and other relating matters.
