At the meeting, Minister Le Thanh Long briefly introduced the functions, tasks and outstanding results of the Ministry of Justice in the recent year, provided information on regulations and supervisory activities of NA for the activities of the Ministry of Justice. Accordingly, the Constitution of 2013 gives the NA supreme power to supervise the observance of the Constitution by all subjects, including the MOJ. The Law on Supervision of the National Assembly and the People's Council of 2015 also regulates the supervision of the National Assembly, the Standing Committee of the National Assembly, the Ethnic Council, Committees of the National Assembly, delegations of National Assembly and the People's Councils, the Standing Boards of the People's Councils, the Boards of the People's Councils, the People's Councils and the People's Council deputies, for the agencies, organizations and individuals to closely follow the Constitution and laws on the performance of their duties and powers.
In the past time, the Ministry of Justice has strictly performed the statutory responsibility in coordinating the implementation of the National Assembly's supervision on the observance of the Constitution and laws in the Ministry of Justice such as: To coordinate with concerned agencies in elaborating the annual reports of the Government on the work of judgment execution, mutual legal assistance ... to be submitted to the National Assembly; To fully implement the plans, programs, content, supervision requirements of the National Assembly and other supervisors; provide sufficient information; Regularly, 6-monthly, annually report to the National Assembly.
Providing information to the delegation on the supervision of the NA over judgement enforcement activities, the Minister said: over the past years, the oversight activities of the National Assembly, People's Councils, the Vietnam Fatherland Front and the procuratorial work of the People's Procuracy at all levels for judgement enforcement work have been strengthened. Annually, the General Department of judgement enforcement of the MOJ joins the supervising delegations of the Judiciary Committee of the National Assembly and relevant agencies on judgement enforcement work. In 2016, the competent authorities carried out 152 inspections of judgement enforcement bodies, judgement enforcement bodies received 109 monitoring reports and 113 protests, 738 recommendations for implementation. Through the monitoring and surveillance activities of the agencies, the special interest of the authorities in the judgement enforcement work has been expressed, especially for the local judgement enforcement bodies to identify and overcome shortcomings, mistakes in the judgement enforcement activities, contributing to the improvement of judgement enforcement activities to meet the requirements of the Party, the State and the people.
Being thankful for the sincere and compassionate sharing that the Minister Le Thanh Long gave to the delegation, Mr. Buathep Tuppong, Member of the Standing Committee, Chairman of the Justice Committee of Lao National Assembly appreciated the results the National Assembly has achieved in exercising the right to monitor compliance with the Constitution and the laws of Vietnamese State bodies. Mr. Bhaktapur also informed that the Justice Committee of Lao National Assembly is a newly established unit of the Lao National Assembly in 2016. Therefore, the knowledge and experience that this visit will contribute positively and immensely to improve the functions and duties of the Justice Committee in the coming time.
Minister Le Thanh Long believes that the delegation's visit will be successful and contribute positively to the supreme monitoring of the Lao PDR's state operation, thereby meeting the requirements and promoting the socio-economic development of the country, promoting and strengthening the special friendship and comprehensive cooperation between the two countries.
