Legal and judicial cooperation between Vietnam and Malaysia contributes to the prosperity and development of the region

On the occasion of the official visit to Malaysia, on July 12, 2017, Standing Deputy Prime Minister Truong Hoa Binh visited the Office of the Attorney General of Malaysia and held talks with Malaysian Attorney General Mohamed Apandi Bin Ali. The General Inspector of the Government Phan Van Sau, Deputy Minister of Justice Nguyen Khanh Ngoc, Deputy Chairman of the Government Office Le Manh Ha and Foreign Ministry leaders attended the meeting.

 

 

At the meeting with the Malaysian Attorney General, Deputy Prime Minister Truong Hoa Binh expressed his pleasure to visit the Office of the Attorney General and congratulated Malaysia for its socio-economic development achievements. For the cooperation between Vietnam and Malaysia, the Standing Deputy Prime Minister affirmed that the strategic partnership set up in 2015 between the two countries has opened a new chapter in the bilateral relations, laying the foundation for both breadth and depth development in all fields.
For the legal and judicial cooperation between Vietnam - Malaysia, the Standing Deputy Prime Minister was pleased to see that the legal and judicial agencies of the two countries had many cooperative activities within the bilateral as well as ASEAN frameworks through sharing information and experiences in developing and improving the legal system, providing judicial assistance in criminal, civil and commercial matters, negociating the Memorandum of Understanding on Legal Cooperation between the two Governments, exchanging judicial delegations as well as coordinating in the implementation of the Legal and Judicial Initiatives within ASEAN.
The Standing Deputy PM emphasized the results of the cooperation between the legal and judicial agencies of the two countries have contributed to the common development of the two countries in particular and the peace and prosperity of the region in general. The Standing Deputy PM also affirmed the potential for cooperation between the legal and judicial agencies of the two countries, especially in the context of the implementation of Vietnam’s Judicial Reform Strategy to 2020 and the Constitution in 2013 that increased the demand for exchange of legal information on new legal issues that Vietnam  has little experience in practice. Therefore, the Standing Deputy PM suggested that in the coming time, the legal and judicial agencies of the two countries should continue to step up and intensify comprehensive cooperation in legal and judicial sectors, eartly complete the negotiation and conclusion of the Memorandum of Understanding on legal cooperation between the two governments to provide a solid legal basis for the implementation of cooperation activities, effectively implement the requirements on mutual legal assistance of each country.
The Malaysian Attorney General also affirmed the good relationship between Vietnam and Malaysia in general and especially between legal and judicial bodies of the two countries in exchanging information, implementation of legal and judicial cooperation activities. The Attorney General said that the cooperation between legal and judicial bodies of the two countries will continue to develop strongly and deeply in the future. Agreeing with the orientation of the development and cooperation between judicial and legal agencies of the two countries of the Deputy Prime Minister Truong Hoa Binh, the Attorney General affirmed by the important position and role of the Attorney General's Office in the legal and judicial system of Malaysia, certainly in the coming time the legal and judicial cooperation between Vietnam and Malaysia will have strong breakthroughs. mother. Regarding specific co-operation activities, the Malaysian Attorney General expected the two sides to soon complete the negotiation and proceed to sign the Memorandum of Understanding on Legal Cooperation between the two Governments, effectively implement bilateral judicial assistance activities as well as within ASEAN, regularly exchange missions.
Speaking at the meeting, Deputy Minister of Justice Nguyen Khanh Ngoc shared the opinion of the Malaysian Attorney General on the legal and judicial cooperation between the two countries and said that Vietnam and Malaysia share many common points in legal and judicial cooperation activities, including criminal mutual legal assistance. However, civil and commercial judicial assistances are still limited and there is lack of legal framework for the implementation of civil and commercial legal assistance to meet the increasing requirements while the economic, civil, commercial and labor exchanges between the two countries as well as the Vietnamese community in Malaysia are growing. Therefore, Deputy Minister Nguyen Khanh Ngoc suggested that Vietnam and Malaysia should promote the initiative on legal assistance in civil and commercial matters within ASEAN.  As for the Memorandum of Understanding on Legal Cooperation between the two Governments, the Deputy Minister also suggested that the two sides would actively exchange and negotiate to reach the conclusion as soon as possible.
