DIRECTIVE OF THE SECRETARIAT on economic diplomacy serving the country's development until 2030

After 12 years of implementing Directive No. 41-CT/TW, dated April 15, 2010 of the Secretariat of the 10th tenure, economic diplomacy has had strong changes, making important contributions to the country's socio-economic development achievements. However, the awareness of all levels and sectors about the position, role and importance of economic diplomacy is not adequate; economic diplomacy has not kept up with the situation and development requirements of the country, and has not been closely linked with defense, security, cultural and social diplomacy to create a comprehensive strength. Economic relations with a number of important partners still have many difficulties and obstacles, intertwined interests are not really profound, and have not yet brought into full play their real effectiveness; external resources have not been linked with domestic resources. Support for sectors, localities and enterprises in foreign economic relations and international economic integration still has many shortcomings and is not very effective.
To successfully implement the goals, orientations for socio-economic development and foreign policy stated in the Resolution of the 13th National Party Congress; to comprehensively and substantially improve the quality and effectiveness of economic foreign affairs in the new development stage of the country, the Secretariat requests Party committees at all levels, Party organizations, the Fatherland Front, and socio-political organizations to focus on leading and directing the good implementation of the following tasks:
1. Correctly, fully and deeply perceive the position, role and importance of economic diplomacy. Identify economic diplomacy as the fundamental and central task of Vietnamese diplomacy, an important driving force for the rapid and sustainable development of the country; promote the pioneering role in mobilizing external resources, contributing to promoting industrialization and modernization, enhancing the potential, competitiveness and adaptability of the economy, building an independent, self-reliant, proactive economy, actively integrating comprehensively, deeply and effectively into the international community. In leading and directing economic diplomacy, it is necessary to clearly identify the focus and key points, taking national and ethnic interests and practical effectiveness as the top criteria in implementing economic diplomacy activities.
2. Continue to expand and deepen relations, creating intertwined economic interests with partners. With important partners, especially neighboring countries, strategic partners, comprehensive partners, we must proactively and actively create and perfect the cooperation framework, closely linking political and foreign relations with economic, defense, security, cultural, educational, scientific and technological cooperation... Make the most of foreign political relations to promote economic cooperation and linkages, thereby firmly consolidating relations with partners, enhancing the country's potential, position and prestige. Resolving difficulties in economic relations with partners must ensure the highest national interests, in harmony with the legitimate and legal interests of partners. Enhance multilateral diplomacy, proactively participate in and promote Vietnam's initiatives at international economic mechanisms and forums and international issues of strategic importance, in accordance with our specific requirements, capabilities and conditions. Proactively contribute to the innovation process, improve the effectiveness of global economic governance organizations; build and perfect international economic institutions.
3. Improve the quality and effectiveness of international economic integration, contributing to the implementation of the Socio-Economic Development Strategy 2021 - 2030. Deploy and effectively utilize free trade agreements, proactively handle complex issues arising in the process of implementing commitments, minimize damage, and maintain political and social stability. Selectively participate in international economic linkages; negotiate and sign free trade agreements in line with our priorities and interests. Proactively mobilize, attract, and selectively cooperate with foreign investment. Proactively expand and deepen scientific and technological cooperation, attract external resources for research, application, transfer and technology development; establish research and development centers, innovation, train high-quality human resources, develop a creative startup ecosystem, and effectively participate in the global innovation network. Continue to multilateralize and diversify markets and partners, avoid dependence on one market or one partner; proactively and actively participate in and firmly consolidate Vietnam's position in the global supply chain on the basis of meeting sustainable development criteria. Develop and perfect policies, laws, and management mechanisms, improve the effectiveness of Vietnam's aid to foreign countries, ensure consistency, transparency, practicality, and suitability with the country's potential, serve the interests of security, development, and enhance the country's position and prestige. Encourage and create conditions for overseas Vietnamese to actively contribute to the cause of national construction and defense. Continue to perfect the legal system, reform administrative procedures, and synchronously implement policies related to overseas Vietnamese when they return to work and reside in the country; create favorable conditions for overseas Vietnamese to return to invest, produce, and do business.
4. Build economic diplomacy to serve development, focusing on people and businesses. Encourage the proactive and active participation of localities, businesses and people in economic diplomacy activities. Focus on supporting sectors, localities and businesses to effectively exploit international markets, access capital sources associated with high technology, and effectively participate in regional and global value and production chains. Complete the defense system to protect the domestic economy, businesses and markets according to international commitments and laws. Continue to innovate, diversify methods, and promote the role of Vietnamese representative agencies abroad to improve the effectiveness of trade and investment promotion. Strengthen the role and responsibility of foreign affairs agencies in appraising and handling difficulties for important projects with foreign elements or sensitive to foreign affairs.
5. Strengthen monitoring, grasping, timely and effective updating of information and the world economic situation; improve the capacity for forecasting and strategic advice on international economics. Promote research and summarize development experiences of other countries, international economic laws and practices, and be sensitive to detecting new trends and development models. Proactively expand the network and improve the effectiveness of cooperation with reputable international economic research and consulting organizations to have accurate and quality information sources to serve research, advice and strategic forecasting on economics. Ministries, branches and localities need to connect and exchange information with people and businesses to implement practical and effective economic diplomacy activities, best meeting the requirements of socio-economic development and ensuring national defense and security.
6. Strengthen close and effective coordination, further promote the role of party diplomacy, state diplomacy and people's diplomacy at multilateral economic forums. Strengthen foreign relations with political parties, ruling parties, and people's organizations of other countries, contributing to promoting bilateral relations and creating favorable conditions for economic diplomacy. Improve the effectiveness of inter-sectoral coordination mechanisms in foreign affairs and international integration, between economic diplomacy and cultural diplomacy, defense and security; between bilateral and multilateral; between agencies in the political system, sectors, localities and enterprises in implementing economic diplomacy.
Strengthen training and fostering for cadres and civil servants working in foreign affairs and economic diplomacy at all levels, sectors, localities and enterprises in ethics, political capacity, knowledge, capacity, qualifications and skills in economic diplomacy, international economics, international law and international economic integration... Arrange and effectively use resources to meet the requirements of promoting economic diplomacy in the new situation, ensuring practicality, efficiency and suitability to the characteristics of economic diplomacy.
7. Provincial Party Committees, City Party Committees, Party Committees, Party Executive Committees, Party Delegations,
The Party Committee under the Central Executive Committee organizes research, study and dissemination of the Directive to cadres, party members, people and enterprises; leads and directs the implementation of the Directive within the scope of assigned functions and tasks.

Building and perfecting mechanisms, policies and laws; improving the effectiveness and efficiency of state management of economic diplomacy activities.
The Party Committee of the Ministry of Foreign Affairs shall preside over and coordinate with the Party Committees of relevant ministries, branches and agencies to develop and implement economic foreign affairs plans for each period; preside over and coordinate with the Central Foreign Affairs Commission and relevant agencies to monitor, guide, urge and inspect the implementation of this Directive, and periodically report to the Secretariat.

Further enhance the effectiveness of legal and judicial cooperation between Vietnam and Japan
Implementing the Ministry of Justice's foreign affairs plan, the Ministry of Justice's working delegation led by Deputy Minister Nguyen Khanh Ngoc is visiting and working in Japan from September 16 to 20, 2024. The working delegation includes leaders of the following units: Department of Administrative Violations and Law Enforcement Monitoring, Department of National Registration of Secured Transactions, National Center for Judicial Records and representatives of the following units: Department of Legal Document Inspection, Department of International Cooperation.
According to the working program, on the afternoon of September 17, 2024, Deputy Minister Nguyen Khanh Ngoc had a meeting with Mr. KADOYAMA Hiroaki, Permanent Deputy Minister of Justice of Japan to discuss the contents of legal and judicial cooperation between Vietnam and Japan.
At the reception, the Permanent Deputy Minister of Justice of Japan sent congratulations to Comrade Le Thanh Long, member of the Party Central Committee, former Minister of Justice of Vietnam, approved by the National Assembly and appointed by the President to the position of Deputy Prime Minister of the Socialist Republic of Vietnam and Comrade Nguyen Hai Ninh, member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee, approved by the National Assembly and appointed by the President to the position of Minister of Justice.
Sharing about the cooperation between the two Ministries of Justice, Mr. KADOYAMA Hiroaki, Permanent Deputy Minister of Justice of Japan, emphasized the long history of legal and judicial cooperation between Vietnam and Japan, which has developed over the past 30 years and achieved high trust. The Ministry of Justice of Vietnam is the first partner of the Ministry of Justice of Japan in law-making cooperation with projects supported by JICA Japan in the work of building and perfecting laws in the civil field, sending experts to implement projects and training courses to improve the capacity of Vietnamese legal and judicial officials.
The Permanent Deputy Minister of Justice of Japan also highly appreciated the central role of the Vietnamese Ministry of Justice in implementing legal and judicial cooperation projects with Japan. With its leading role and responsibility in implementing cooperation activities, the Vietnamese Ministry of Justice has made important contributions to the successful implementation of legal cooperation projects between Vietnam and Japan and believes in the successful implementation of the Project "Improving the quality and effectiveness of law-making and law enforcement in Vietnam in the period of 2021-2025" funded by the Japan International Cooperation Agency (JICA Project for the period of 2021-2025).
Sharing the comments and assessments of the Permanent Deputy Minister of Justice of Japan, Deputy Minister Nguyen Khanh Ngoc affirmed that the results of legal and judicial cooperation over the past 30 years between the two sides have positively contributed to the "Comprehensive Strategic Partnership for Peace and Prosperity in Asia" relationship that the two sides have just upgraded in 2023, the implementation of legal and judicial cooperation projects between the two sides has achieved many positive results, effectively supporting the completion of Vietnam's civil law policy. Regarding the direction of cooperation between the two Ministries of Justice in the coming time, the Permanent Deputy Minister of Justice of Japan and Deputy Minister Nguyen Khanh Ngoc agreed that the cooperation opportunities between the two sides are still very large. The two sides will proactively and actively exchange to effectively implement the Memorandum of Understanding on legal and judicial cooperation between the Ministry of Justice of Vietnam and the Ministry of Justice of Japan signed in October 2020 on the basis of suitability with the new situation, needs and conditions of each side; The two sides will summarize and evaluate the results of the JICA Project for the 2021-2025 period in the coming time, including determining the needs of the parties, working with relevant agencies to have a specific plan to build a new cooperation project.
Also on the afternoon of September 17, 2024, Deputy Minister Nguyen Khanh Ngoc and the delegation met with Mr. HOSAKA Yasushi, Deputy Minister of Foreign Affairs of Japan.
At the meeting, Deputy Minister Nguyen Khanh Ngoc shared about the relationship of "Comprehensive Strategic Partnership for Peace and Prosperity in Asia" that Vietnam and Japan have just upgraded in 2023, which is in a period of good, strong, substantial and comprehensive development in all fields with increasingly consolidated political trust. In the field of law and justice, Japan has always been a traditional, long-standing, close and trustworthy partner of the Ministry of Justice and legal and judicial agencies of Vietnam. Through the Deputy Minister of Foreign Affairs of Japan, Deputy Minister Nguyen Khanh Ngoc expressed his gratitude and the active and effective support of the Government and relevant agencies of Japan, including the Ministry of Foreign Affairs and JICA Japan, for the Ministry of Justice/legal and judicial agencies of Vietnam from central to local levels in the past time through the implementation of JICA Projects through stages (continuously from 1996 to present). At the same time, Deputy Minister Nguyen Khanh Ngoc proposed that the Japanese Ministry of Foreign Affairs continue to support and help build new cooperation projects after the JICA Project for the 2021-2025 period ends. The Japanese Deputy Minister of Foreign Affairs affirmed that Japan has always attached importance to legal and judicial cooperation with Vietnam over the past 30 years, the results of Vietnamese legal and judicial agencies have contributed to legal cooperation between the two sides, and the strong socio-economic development of Vietnam in recent years is thanks to the important improvement of the legal system, including the role of the Vietnamese Ministry of Justice, especially in the successful implementation of legal cooperation projects with Japan. The Japanese Deputy Minister of Foreign Affairs proposed that the Vietnamese Ministry of Justice continue to promote cooperation activities with Japanese legal and judicial agencies, thereby contributing to strengthening cooperation between the two countries.
In addition, according to the working program, at the working sessions with the Institute of Research and Training, Department of Civil Law, Ministry of Justice of Japan, Deputy Minister Nguyen Khanh Ngoc and the delegation were introduced by Japanese units about some new Japanese regulations on digital transformation in civil proceedings and property registration, difficulties and challenges in implementing the regulations in practice. The delegation had exchanges and discussions to better understand the process of promulgating new regulations on digital transformation and their implementation in practice in Japan.
Previously, on the afternoon of September 16, 2024, immediately after arriving in Tokyo, Japan, the delegation of the Ministry of Justice visited and worked with the Vietnamese Embassy in Japan . Mr. Nguyen Duc Minh, Charge d'Affaires of the Vietnamese Embassy in Japan, discussed and informed the delegation about the situation of the Vietnamese community in Japan, the difficulties and problems that Vietnamese citizens encounter when living in Japan. At the same time, the delegation and the Consular Department of the Vietnamese Embassy in Japan discussed the expertise and professionalism in the work of household registration, nationality, and authentication of the Vietnamese Embassy in Japan. Deputy Minister Nguyen Khanh Ngoc affirmed that the specialized units of the Ministry of Justice are always ready to provide professional support to relevant units of the Vietnamese Embassy in Japan so that the Embassy can better meet the requirements of the Vietnamese community in Japan regarding issues related to household registration, nationality, and authentication.
Within the framework of the visit and work in Japan of the Ministry of Justice delegation led by Deputy Minister Nguyen Khanh Ngoc, from September 18-19, 2024, Deputy Minister Nguyen Khanh Ngoc worked with the Senior Vice President of the Japan International Cooperation Agency (JICA) to discuss and evaluate the Project "Improving the quality and effectiveness of law making and enforcement in Vietnam for the period 2021-2025" funded by the Japan International Cooperation Agency (JICA Project for the period 2021-2025) as well as the direction of cooperation in the coming time; visited and worked with the General Department of Legislation, the General Department of Digital Technology under the Cabinet of the Government of Japan, the National Police Agency of Japan, the Center for International Civil and Commercial Law and the Legal Department of the House of Representatives of Japan to learn about the work of drafting and reviewing legal documents, applying artificial intelligence in law making, and issuing judicial records.
At the working session with Mr. ANDO Naoki, Senior Vice President of JICA, Deputy Minister Nguyen Khanh Ngoc shared about the role and importance of the legal and judicial cooperation relationship between Vietnam and Japan over the past 30 years with many difficulties and challenges as the starting point, but with mutual trust, legal and judicial cooperation between Vietnam and Japan, typically the implementation of projects funded by JICA, has gone into depth, making an important contribution to the relationship between Vietnam and Japan, contributing to upgrading the relationship between the two countries to "Comprehensive Strategic Partnership for Peace and Prosperity in Asia" by 2023. These achievements were made possible thanks to the political trust of the two sides, as well as the extremely important contribution and role of the late Professor Morishima Akiko, who is considered the chief architect of legal cooperation projects between Vietnam and Japan funded by JICA. Agreeing with the opinions and sharing of Deputy Minister Nguyen Khanh Ngoc, the Senior Vice President of JICA emphasized that JICA prioritizes legal and judicial cooperation projects with Vietnam as a priority for JICA. Legal cooperation is not only about supporting experience and experts but also about cultural and human exchange between Vietnam and Japan. The Senior Vice President of JICA affirmed that Vietnam has had strong socio-economic development in recent years on the basis of the legal system of Vietnam being constantly improved, partly thanks to the cooperation between legal and judicial agencies of Vietnam and Japan. At the meeting, Deputy Minister Nguyen Khanh Ngoc and the Senior Vice President of JICA discussed the direction of cooperation in the coming time, including preparing to build a new project in the context of the JICA Project for the period 2021-2025 coming to an end.
During the working sessions with a number of Japanese legal agencies, Deputy Minister Nguyen Khanh Ngoc and the delegation discussed with the Director General of the General Department of Legal Affairs under the Japanese Government Cabinet about the role and functions of the General Department of Legal Affairs in reviewing draft legal documents and their implementation in practice. Sharing with the delegation of the Vietnamese Ministry of Justice, the Director General of the General Department of Legal Affairs under the Japanese Government Cabinet said that all projects and draft documents drafted by Ministries under the Japanese Government Cabinet before being submitted to the Cabinet for approval to submit to the Japanese House of Representatives must be reviewed by the General Department of Legal Affairs. The review will focus on constitutionality (whether the draft document violates the constitution or not), consistency and synchronization of the draft document with current legal regulations... Deputy Minister Nguyen Khanh Ngoc and the delegation discussed with the General Department of Legal Affairs to clarify the criteria for reviewing documents and the value of the review opinions. Regarding the legislative activities of the Japanese House of Representatives, at the Legal Committee of the Japanese House of Representatives, Deputy Minister Nguyen Khanh Ngoc and the delegation were introduced by the Head of the Legal Committee of the Japanese House of Representatives about the role and functions of the Legal Committee in supporting the House of Representatives and Senators in legislative work. Deputy Minister Nguyen Khanh Ngoc and the delegation exchanged and discussed with the Legal Committee of the Japanese House of Representatives about the difficulties and challenges of the Legal Committee in the legislative activities of the Japanese House of Representatives as well as discussed the content of training and fostering staff to improve the quality and effectiveness of legislative work.
Regarding the application of artificial intelligence (AI) and digital transformation in law-making, at the working sessions with Japanese legal and digital agencies, Deputy Minister Nguyen Khanh Ngoc and the delegation exchanged and discussed the opportunities and challenges in applying AI and digital transformation in law-making. Japanese legal and digital agencies are currently researching and initially applying AI in certain stages of the law-making process. At the same time, these Japanese agencies also identified and evaluated the advantages and limitations of applying AI and digital transformation in law-making.
In addition, according to the working program, on the morning of September 19, 2024, at the headquarters of the Japanese Ministry of Foreign Affairs, Deputy Minister Nguyen Khanh Ngoc presented the "For the Cause of Justice" Medal to Mr. YAMADA Takio, former Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam. At the Medal Awarding Ceremony, Deputy Minister Nguyen Khanh Ngoc affirmed that during his term as Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, Mr. YAMADA Takio made important contributions to legal and judicial cooperation between Vietnam and Japan, including promoting the signing of the Memorandum of Understanding on legal and judicial cooperation between the Ministry of Justice of Vietnam and the Ministry of Justice of Japan in October 2020, supporting the approval of the JICA Project for the period 2021-2025, contributing to the formation of a legal and judicial cooperation mechanism between ASEAN and Japan, etc. Speaking at the Awarding Ceremony, Mr. YAMADA Takio expressed his honor when the Minister of Justice of Vietnam decided to award the Medal "For the Cause of Justice" and wished that the legal and judicial agencies of the two countries would continue to strengthen and further promote cooperation activities to contribute to promoting the cooperative relationship between the two countries.
On the sidelines of the working visit to Japan, the Deputy Minister and the delegation of the Ministry of Justice visited the final resting place of the late Professor MORISHIMA Akio at the Tokyo City Cemetery. Here, Deputy Minister Nguyen Khanh Ngoc personally presented a letter of condolence from Deputy Prime Minister and former Minister of Justice Le Thanh Long to Ms. MATSUO Yukiko, the daughter of the late Professor MORISHIMA Akio. The Deputy Minister and the members of the delegation were deeply moved when remembering the late Professor - who made great contributions to the training and fostering of many generations of cadres and civil servants of the Ministry and the Justice Sector of Vietnam through training and fostering programs at Nagoya University, Japan. In addition, the valuable experiences and sharing of the late Professor at conferences, seminars, talks, and training sessions within the framework of the JICA Project on law and justice from the early 1990s to the present have been and are a valuable source of documents serving the legal and judicial reform work of Vietnam in particular and the work of law-making, organization and enforcement of law according to the functions and tasks of the Ministry of Justice in general. The important contributions of the late Professor MORISHIMA Akio - the great architect of the JICA Law Project through 07 stages - have been and are contributing to fostering and deepening the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world between Vietnam and Japan. Sharing with the Deputy Minister and the delegation of the Ministry of Justice, Ms. MATSUO Yukiko, daughter of the late Professor MORISHIMA Akio, expressed her emotion at the affection of the Vietnamese Ministry of Justice for the late Professor's family. Ms. MATSUO Yukiko also shared with the Deputy Minister and the delegation about the late Professor MORISHIMA Akio's wish in his final days to continue legal cooperation projects with the Vietnamese Ministry of Justice.
Continue to promote legal and judicial cooperation and legal training cooperation with US partners
Following the working program in Cuba, during the working days from July 22-24, 2024, the delegation of the Ministry of Justice led by Deputy Minister Dang Hoang Oanh visited and worked with a number of US agencies and organizations. During the working sessions, representatives of US agencies and organizations expressed their deep condolences on the passing of General Secretary Nguyen Phu Trong. On the morning of July 24, 2024, the delegation also visited General Secretary Nguyen Phu Trong and signed the condolence book at the Permanent Mission of Vietnam to the United Nations.
Working with the US Department of Justice
Speaking at the meeting, Deputy Minister Dang Hoang Oanh highly appreciated the good cooperation between Vietnam and the United States in recent times as well as the US's support for Vietnam through cooperation projects funded by USAID, including projects in the legal field. The Deputy Minister also shared information about Vietnam's efforts to build and perfect the socialist rule-of-law state, while emphasizing the need to continue to learn and gain experience from international partners, especially from the United States. The Deputy Minister hoped that the two countries' Ministries of Justice would promote cooperation in the legal and judicial fields in accordance with the needs and strengths of the two sides, and coordinate the implementation of a number of cooperation activities in flexible forms, combining direct and online forms.
The representative of the US Department of Justice - Mr. Bruce Swartz, Deputy Assistant, Counselor to the Attorney General for International Affairs, highly appreciated the visit of Deputy Minister Dang Hoang Oanh in the context of the increasingly developing cooperative relationship between Vietnam and the United States. Mr. Bruce Swartz affirmed his willingness to coordinate with the Vietnamese Ministry of Justice to further promote legal and judicial cooperation between the two sides. In particular, in the coming time, the two sides can coordinate to organize a number of online seminars related to cybercrime, enhancing access to justice for people... The US Department of Justice also expressed its desire to send experts to participate in cooperation programs and projects sponsored by USAID and INL for the Vietnamese Ministry of Justice in the future.
