RESOLUTION ON IMPROVING THE EFFICIENCY OF INTERNATIONAL ECONOMIC INTEGRATION, PROMOTING RAPID AND SUSTAINABLE ECONOMIC DEVELOPMENT IN THE 2023 - 2030 PERIOD GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Government dated November 22, 2019;

Pursuant to Resolution No. 22-NQ/TW dated April 10, 2013 of the Politburo on international integration;
Pursuant to Resolution No. 06-NQ/TW dated November 5, 2016 of the 4th Conference of the 12th Party Central Committee on effectively implementing the international economic integration process and maintaining socio-political stability in the context of our country participating in new-generation free trade agreements;
Based on the major policies and strategies on international economic integration stated in the Documents of the 13th National Party Congress;
Pursuant to the 10-year Socio-Economic Development Strategy 2021 - 2030;
On the basis of reviewing and evaluating the results of implementing Resolution No. 49/NQ-CP dated July 10, 2014 promulgating the Action Program to implement the Resolution of the 4th Conference of the 10th Party Central Committee on a number of major policies and guidelines for the economy to develop rapidly and sustainably when Vietnam becomes a member of the World Trade Organization;
At the request of the Minister of Industry and Trade;
Based on the voting results of the Government members.
RESOLUTION:
After 8 years of implementing Resolution No. 49/NQ-CP dated July 10, 2014 of the Government on promulgating the Action Program to implement the Resolution of the 4th Conference of the 10th Party Central Committee on a number of major policies and guidelines for rapid and sustainable economic development when Vietnam becomes a member of the World Trade Organization, the results show that from central ministries, branches to localities and the business community, all have made efforts to implement the tasks set out in the Resolution, contributing to the increasingly systematic and effective implementation of international economic integration; actively contributing to the implementation of the foreign policy of independence, autonomy, multilateralization and diversification of international relations; Attracting huge resources for the country's socio-economic development, while still firmly ensuring national security, especially economic security, fighting to defeat plots, intentions, and activities that take advantage of Vietnam's international economic integration process to interfere in internal affairs and change our country's politics. Through the implementation of Resolution No. 49/NQ-CP , the legal system, mechanisms, and policies are increasingly improved, meeting the requirements of building a modern market economy and international integration. Awareness in the entire political system, from central to local ministries and branches and the Vietnamese business community about aspects related to the international economic integration process has been gradually raised. Market factors and types of markets have gradually developed synchronously, linked with regional and world markets. Vietnam has formed a large network of international economic partners through bilateral, regional and multilateral cooperation frameworks. To date, we have established official relations with 189/193 countries, have economic, trade and investment relations with over 224 countries and territories, signed 15 Free Trade Agreements (FTAs) with over 60 partners, 71 partners have recognized Vietnam as a market economy. The achievements in implementing international economic integration have created favorable conditions for Vietnam to successfully implement socio-economic development goals in recent times, notably the stable and increasingly improved economic growth, the expanded economic scale, the major balances of the economy are ensured, people's lives are increasingly improved, social security is cared for and guaranteed. The balance of import and export of goods has improved significantly, shifting from deficit to surplus, export markets have been expanded and diversified. The markets with which Vietnam has signed new generation FTAs have all recorded annual export growth. The increase in foreign investment flows through international economic integration is also a major driving force for Vietnam's economic development.
In addition to the achievements, the implementation of Resolution No. 49/NQ-CP also shows that the process of international economic integration still has some basic shortcomings and limitations: In the work of organizing and perfecting the law, awareness of the meaning, role, importance, opportunities and challenges, especially at the local level in the process of international economic integration, full awareness of Vietnam's international commitments to flexibly internalize them into domestic legal standards, ensure national security, and maximize the protection of the interests of the State, agencies, organizations, enterprises and Vietnamese people is not really good. The competitiveness of our economy, enterprises and products, although improved, is still weak compared to the world, including countries in the region. The effectiveness of taking advantage of opportunities and benefits from international commitments in a number of fields such as science and technology, education and training, etc. is still limited. The unity, synchronization, and connection between the political fields, national security... with the economy and economic and trade sectors as well as between ministries, branches, and localities; the State's support for the business community, especially private enterprises, still has certain limitations. International economic integration has not really been closely linked with the requirements of improving the quality, efficiency, and sustainable development of the economy; the level of innovation in thinking, creativity in thinking, and determination in action is not really high.
In the coming period, the domestic, regional and world situations are forecast to have many fluctuations with complex and unpredictable developments. The multipolar and multi-centered world situation is increasingly evident; populism, protectionism, and trade disputes between major countries tend to increase; non-traditional communication and security challenges are changing the world 's economic order, structure, economic activities and social organization. In addition, conflicts emerging in a number of countries and regions and the consequences of the COVID-19 pandemic will continue to hinder international trade and investment flows and "disrupt" the global supply chain, negatively impacting the economies of each country, region and the world in the coming years. The above situation has accelerated existing trends such as digital economy, circular economy, green, sustainable and inclusive development. In that context, countries must find a new balance between economic development, openness, international economic integration and ensuring national security, while actively promoting and taking advantage of scientific, technological and innovative achievements from the Fourth Industrial Revolution, which is taking place very quickly, with breakthroughs, profound and multi-dimensional impacts on a global scale.
The orientation for national development in the period of 2021 - 2030 in the Resolution of the 13th National Congress of the Party clearly stated: "Continue to proactively and actively integrate comprehensively, deeply and effectively into the international community; maintain a peaceful and stable environment, and constantly enhance Vietnam's international position and prestige". The issue is to continue promoting Vietnam's international economic integration process in the coming time to make good use of opportunities to serve the sustainable development of the country's economy, promptly respond and flexibly adapt to difficulties, challenges and negative impacts in the process of Vietnam's increasingly deep international integration.
I. VIEWPOINT
1. Ensure the leadership of the Party and the unified management of the State in the process of international economic integration, focus on continuing to innovate thinking and working methods, be resolute, synchronous and unified in action, maintain independence and autonomy in determining the country's economic development strategies and policies in the context of increasingly deep international economic integration, firmly protect security, territorial integrity, preserve national cultural identity, and protect the environment. Create conditions and support the development of strong Vietnamese enterprises, becoming the backbone of the country's economy. Multilateralize and diversify international economic relations, proactively and actively integrate into the international economy to ensure national interests.
2. Closely following the goals and tasks set out in the Socio-Economic Development Strategy for the 2021 - 2030 period: “By 2030, strive to become a developing country with modern industry and high per capita income; have a modern, competitive, effective and efficient management system; develop a dynamic, fast and sustainable economy, independently and autonomously on the basis of science, technology, innovation associated with improving the effectiveness of foreign affairs and international integration; arouse the aspiration to build the country, promote the creativity, will and strength of the entire nation, build a prosperous, democratic, fair, civilized, orderly, disciplined and safe society, ensuring a peaceful and happy life for the people; constantly improve the people's lives in all aspects; firmly protect the Fatherland, a peaceful and stable environment for national development; enhance Vietnam's position and prestige in the international arena".
3. Building a self-reliant economy must serve the goal of contributing to strengthening endogenous strength on the basis of mastering technology, innovation, creativity, proactiveness, active integration, and market diversification. Improving national production capacity, focusing on new, modern, high-tech industries... to increase autonomy, participate effectively, enhance position in the global value chain and the ability to effectively withstand large, unusual impacts from the outside. Promoting endogenous strength is a decisive factor closely linked to external forces and the strength of the times.
4. International economic integration is the focus and priority of international integration; integration in other areas must facilitate international economic integration and must be implemented synchronously in the overall international integration with a roadmap, plan, and steps suitable to the actual conditions, strategies, and capacities of the country. International economic integration must contribute to promoting the increasingly perfecting of domestic institutions, legal systems, mechanisms, and policies in accordance with the Party and State's guidelines and orientations, in line with international and regional commitments and practices; proactively building new partnerships, participating in new rounds of negotiations, promoting bilateral, regional, and multilateral economic cooperation to facilitate the process of renewing the growth model and sustainable economic development of the country.
5. Implement diverse forms of international economic integration, focusing on digital economic integration with a flexible roadmap, suitable to the country's conditions and goals in each period. Proactively forecast early, effectively and promptly handle emerging issues and developments, closely monitor and effectively manage the impacts of the country's international economic integration process.
6. The task of international economic integration must be comprehensive, extensive, flexible, proactive, creative, and predictable to bring about substantial results. Promote activities related to expanding bilateral and multilateral economic and trade relations, attracting foreign investment, signing international agreements and treaties, ensuring focus, key points, and effective priorities; continue to proactively research, negotiate, and sign FTAs with partners with increased benefits to bring about multi-faceted results; effectively exploit the benefits of the FTAs that Vietnam has signed as a driving force for import and export development in both quantity and quality on the basis of investment, application of modern science and technology, and high-quality human resources.
II. OBJECTIVES
1. General objectives:
Successfully implementing major policies and guidelines set out at the 13th National Party Congress in the context of our country implementing the 5-year Socio-Economic Development Plan 2021 - 2025 and the Socio-Economic Development Strategy for the period 2021 - 2030, focusing on: Building an independent and self-reliant economy, improving the effectiveness of international economic integration; ensuring rapid and sustainable economic growth on the basis of macroeconomic stability, science and technology development and innovation; recovering the economy, quickly overcoming the negative impacts of the COVID-19 pandemic; proactively integrating comprehensively, deeply and effectively into the international community to attract external resources for development, strengthen the linkage of interests with partners and enhance Vietnam's position and prestige in the international arena, ensuring national security.
2. Specific objectives:
- Turn the benefits of international economic integration into concrete results in increasing the import and export turnover of goods and services; improving the economy's ability to absorb science and technology and capital efficiency; promoting the development of domestic economic sectors, establishing a higher position in the global value chain; perfecting and improving the quality of institutions and laws in the direction of being more complete, modern and integrated.
- Improve the level and quality of international integration in general and international economic integration in particular, actively contribute to the process of renewing the growth model towards sustainability, restructuring the economy, promoting industrialization and modernization of the country; narrowing the development gap compared to many countries in the region and the world.
- Strengthen public-private cooperation, mobilize social resources, including support from multilateral mechanisms, non-governmental organizations, the business community... in the process of implementing international commitments that Vietnam has signed, especially commitments in FTAs.
- Strengthen the economy's resilience to negative external impacts; enhance the ability to respond and handle flexibly and effectively global developments that may cause/threaten significant impacts on import-export activities, trade transactions and international economic integration of economic sectors; perfect the trade defense system to protect the domestic economy, enterprises and markets in accordance with international commitments. At the same time, enhance the competitiveness of the Vietnamese economy, enterprises and products; create conditions and environment for enterprises to develop stably and firmly.
- Correctly and fully perceive the role and position of international law in Vietnam's international economic integration process; proactively and actively participate in building international legal norms; make the most of international law in protecting Vietnam's legitimate rights and interests in international economic relations, especially in resolving legal issues.
- Promote cooperation, training, development of high-quality human resources, improve training quality to meet development requirements in the context of the 4th Industrial Revolution and deep international integration.
- Proactively and actively participate in digital economic integration, contributing to the successful implementation of Vietnam's digital economic and social development goals according to the National Strategy for Digital Economic and Social Development to 2025 and vision to 2030.
- Building an independent and self-reliant economy; improving the effectiveness of international economic integration: Focusing on effectively exploiting FTAs to expand and diversify export markets, not being overly dependent on a few markets. Actively negotiating bilateral and multilateral trade agreements as well as participating in new models and frameworks of cooperation and economic linkages. Continuing to perfect trade policies in accordance with the country's conditions and international integration.
III. IMPLEMENTATION SOLUTIONS AND TASKS
1. Implementation solution
a) Reform and improve economic institutions
- Continue to build and perfect the legal and policy system to fully and synchronously implement obligations and commitments to international economic integration, especially new-generation FTAs according to the set roadmap. Make the most of the policy space that Vietnam is allowed in its commitments, creating favorable conditions for Vietnamese entities.
- Review, amend and supplement current legal documents to ensure consistency, transparency and efficiency, in order to maintain a favorable, stable and predictable investment and business environment. Focus on quickly overcoming limitations and shortcomings in mechanisms, policies and legal regulations on tax, investment, trade, environment, market management... to free up resources for development, ensuring effective international economic integration.
- Complete the legal corridor to implement domestic reform goals, towards building a legal system with modern and progressive regulations; create a basis for implementing new business models, promoting cashless payments, e-commerce, digital banking services, and financial technology (fintech).
- Strongly reform administrative procedures, especially procedures related to investment, import and export, taxes... and cut unreasonable business conditions and unnecessary procedures towards simplifying administrative procedures, creating convenience for people and businesses in the process of learning and implementing.
- Develop mechanisms and policies to promote the development of a legal framework for controlled testing for socio-economic sectors applying new/integrated products, services, solutions, and business models to have timely and appropriate development management policies to promote the digital economy, innovation, and startups. Ensure the principle of transparency and non-discrimination between types of enterprises.
- Develop and implement strategies, action programs, plans and projects on international economic integration from now until 2030, with a vision to 2045, ensuring the improvement of the level and quality of international economic integration to expand markets, mobilize capital, intellectual property, technology, knowledge and management skills from world powers; at the same time, focus on improving domestic integration capacity, especially in regions and localities.
- Promote coordination mechanisms between ministries, branches, the Vietnam Federation of Commerce and Industry (VCCI) and business associations to promptly and effectively respond to and handle adverse developments in international trade and investment that may cause significant damage to Vietnam's international economic integration activities.
- Continue to amend and improve the legal system related to competition management, trade defense, sustainable development, intellectual property, e-commerce, government procurement, labor, trade unions... in accordance with new generation FTA commitments and ensure the interests of businesses, workers and the economy in the process of international economic integration.
- Strengthen ideological work, raise awareness of state management officials, businesses and people about international economic integration in particular and international integration in general, especially the opportunities, challenges and requirements to be achieved when implementing international economic integration commitments, create high consensus and effectively participate in the integration process.
b) Improve business environment, enhance competitiveness
- Improve the efficiency of improving the business environment, ensuring equality, transparency, promoting innovation, ensuring a healthy competitive environment to bring about policy stability and predictability. Set out more specific and practical goals and tasks to thoroughly resolve existing problems in the business environment. Overcome the lack of connection and coordination between relevant agencies and units for each area of responsibility. Clearly define the responsibilities of the agencies and units in charge so that businesses and people know and closely monitor the implementation. Substantively and effectively implement legal regulations to create conditions for domestic enterprises to develop stably, increase productivity and quality, create a foundation, be competitive with foreign enterprises, and create conditions for private enterprises to develop and become an important driving force of the economy.
- Continue to develop plans and strategies for developing specific products and industries in conjunction with the national brand development strategy to promote import and export activities in depth, effectively and sustainably; effectively implement early warnings on trade defense measures, while making good use of international regulations on geographical indications, origin, copyright, trademark registration, and promoting the application of solutions on codes, barcodes, and traceability to protect Vietnamese enterprises and products in international trade.
- Actively implement programs to promote trade, investment, tourism, and brand building; develop e-commerce to improve transaction capacity, search for, and expand markets. Promote the role of Vietnamese representative agencies abroad in coordinating with the business community and relevant agencies at home and abroad to expand export markets, promote trade, tourism, and attract investment; support the protection of the interests of Vietnamese enterprises in trade disputes.
- Continue to effectively implement Resolution No. 68/NQ-CP dated May 12, 2020 of the Government promulgating the Program to reduce and simplify regulations related to business activities in the period of 2020 - 2025, contributing to improving effectiveness and efficiency, ensuring state management goals, and promoting business development. Gradually perfecting domestic logistics infrastructure, especially warehouses and transportation from production areas to international ports.
- Focus on directing the implementation of tasks and solutions for digital transformation in state management towards building a digital government according to Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister approving the "National digital transformation program to 2025, vision to 2030" in sync with administrative reform. Effectively implement the National Strategy for Digital Economy and Digital Society Development to 2025, vision to 2030 according to Decision No. 411/QD-TTg dated March 31, 2022. Develop digital infrastructure to serve state management agencies in a centralized and seamless manner; Design, build synchronously and put into operation an integrated system, connecting large databases to better serve international economic integration activities.
- Fully and promptly update data related to public services; focus on practical public services for people, provide infrastructure to promote e-commerce business.
c) Effective implementation of FTAs
- Review and overcome overlapping situations between ministries and branches in performing tasks related to international economic integration, effectively promote the role of the presiding agency in implementing FTA commitments; clearly define the roles and responsibilities of the parties in developing and implementing strategies, projects, and economic development action programs... that are related to and impact many ministries, branches, and localities.
- Strengthen coordination between ministries and branches; promote the effectiveness of the consultation mechanism between state management agencies and enterprises in the process of selecting, selecting partners and developing plans to negotiate new FTAs as well as removing difficulties in accessing export markets; sign agreements on mutual recognition of conformity assessment results in areas where Vietnam has strengths and export potential. Promote research, warnings, and dissemination of technical measures of countries to domestic enterprises and relevant management agencies to proactively respond to technical barriers.
- Continue to fully and seriously implement commitments on international economic integration and commitments in FTAs; study and propose options for negotiating new FTAs as well as upgrading some signed FTAs; study and focus on effectively implementing FTAs that Vietnam has participated in, especially options for implementing new generation FTAs such as CPTPP, EVFTA, UKVFTA and RCEP, increase the use of incentives in FTAs to promote exports and expand markets. Take advantage of; exclusive rights/exceptions (especially incentives for small and medium enterprises, exceptions of some standard commitments), flexibly implement the requirements of commitments for Vietnam's internal interests.
- Implement Decision No. 1659/QD-TTg dated October 2, 2021 of the Prime Minister on the Project to Enhance Trade Defense Capacity in the Context of Participating in New Generation FTAs.
- Review and evaluate the implementation roadmap of current international economic integration commitments and their impacts on each industry and sector to adjust industry development strategies accordingly, promptly grasp emerging issues and propose solutions.
- Review and innovate methods of implementing trade and service commitments in FTAs to take advantage of and exploit new markets to promote the export of information industry and cultural industry products and services of Vietnam.
- Strengthen support measures, improve competitiveness, develop brands for industries and enterprises; remove difficulties and policy obstacles to develop domestic raw materials, help enterprises meet rules of origin, and better take advantage of opportunities brought about by FTAs, especially new generation FTAs.
- Innovate the form and content of propaganda and dissemination of FTAs. Coordinate with the Ministry of Industry and Trade to receive, operate, upgrade and develop the Vietnam Free Trade Agreement Portal (FTAP) to connect businesses with state management agencies in the process of implementing FTAs.
d) Promoting post-COVID-19 economic growth and sustainable development
- Focus on developing effective response/adaptation scenarios for natural disasters, epidemics, etc. in the coming time. Implement measures to restore supply chains, ensure the circulation of goods, and safe and smooth production and business activities of enterprises in the new normal conditions. Maintain and enhance the competitiveness of industries at risk of declining exports after the pandemic. Take advantage of some opportunities from the restructuring of global production and supply chains after COVID-19 to increase the participation of Vietnamese enterprises in global production and supply chains; take advantage of the wave of investment shift after COVID-19 to attract foreign investment to Vietnam.
- Promote industrialization, modernization, and economic restructuring associated with growth model innovation, ensuring substance and efficiency; promote rapid, sustainable, and green growth on the basis of macroeconomic stability. Effectively implement the Economic Restructuring and Growth Model Innovation Project for the 2021-2025 period. Effectively resolve the relationship between economic growth and cultural and social development; ensure social security for people, especially vulnerable groups.
- Resolutely implement large-scale investment programs, especially for strategic infrastructure, promote inter-regional transport infrastructure projects, green energy, green infrastructure, national digital infrastructure... to create spillover effects, creating new growth momentum for the economy. Develop regional plans, development plans for infrastructure sectors for the period 2021-2030, with a vision to 2050.
- Continue to propose and effectively implement solutions to support businesses in recovering production and business, overcoming the negative impacts of the COVID-19 pandemic, and creating jobs for vulnerable groups. Develop a plan to restore the labor market in the post-COVID-19 period to ensure human resources for businesses to recover production, especially those participating in the global supply chain.
- Step up efforts to remove difficulties for businesses, including foreign-invested enterprises in Vietnam. Encourage new, green, low-emission investment methods and models with the participation of foreign-invested enterprises and private investment, especially promoting the effectiveness of the public-private partnership model in infrastructure investment. Protect the legitimate and legal rights and interests of investing enterprises; ensure the harmony of interests between the State, investors and workers.
- Strongly develop science, technology and innovation to create breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy. Develop human resources, education and training, focus on training digital human resources, skilled workers, high technical expertise, ready to anticipate the trend of supply chain shift, meet the requirements of the Fourth Industrial Revolution and international integration.
- Manage and use resources effectively; strengthen environmental protection and respond to climate change; focus on sustainable development, clearly identify and focus on synchronous and harmonious implementation of economic, social and environmental goals. Well implement international commitments related to the environment and respond to climate change.
d) Comprehensive integration in the fields of culture - society, science - technology, security - defense.
- Proactively participate in building and shaping regional and global economic and trade structures, including the development of guiding documents of the WTO, ASEAN, APEC, ASEM, and Mekong sub-regional mechanisms, especially in new areas of cooperation such as digital transformation, green growth, inclusive and sustainable development.
- Closely coordinate with ASEAN, ASEM, and APEC members on policy cooperation issues, develop initiatives, and orient cooperation in the post-COVID-19 period, and actively participate in these forums to ensure continuous and effective cooperation.
- Carry out well the work of forecasting, analyzing, evaluating, accurately, fully and promptly assessing the world and regional situation, especially major changes that directly impact our country, in order to have quick, drastic and appropriate decisions and actions; harmoniously combine international integration with domestic innovation; maximize and closely and effectively combine domestic and foreign resources.
- Strengthen research and study of development trends, initiatives, new policies, and experiences of countries in the integration process, especially countries that are effectively implementing international integration commitments.
- Expand and gradually deepen integration activities in the fields of science, technology and innovation, from basic research to applied research; social sciences and humanities, natural sciences, interdisciplinary research, intellectual property, standards, quality measurement; technology transfer, promoting domestic technological innovation,... to serve more effectively the socio-economic development tasks of the country. Actively participate in international events, run for and hold important positions in international organizations; proactively propose initiatives, create positive impressions, enhance the position and value of Vietnam in relations with other countries.
- Perfecting institutions, ensuring the consolidation of national defense, protecting political security, social order and safety; continuing to innovate and streamline the political system, operating effectively and efficiently; decentralizing and delegating powers on the basis of ensuring inspection and supervision activities of superior state agencies.
- Maintain a peaceful and stable environment for national development, create a favorable environment for foreign investors to cooperate and do business long-term. Create conditions and opportunities for economic, cultural, social and foreign development with protection and sustainable and effective development in important regions and areas across the country. Maintain political stability and national security in international relations, ensure economic, cultural and social development by strengthening and expanding international economic cooperation, focusing on maritime economic cooperation with countries with strengths, creating intertwined interests.
- Perfecting a comprehensive and unified maritime management mechanism, improving the effectiveness of law enforcement at sea. Establishing a security posture related to within and outside national borders and in cyberspace, with special attention to cyber security.
2. Assign tasks
a) Ministry of Industry and Trade
- Develop an FTA Index to create a basis for evaluating the results of FTA implementation in ministries, branches and localities nationwide. Act as a focal point for effectively implementing FTAs that Vietnam has participated in, especially the Plan to implement new generation FTAs such as CPTPP, EVFTA, UKVFTA and RCEP.
- Develop and perfect the system of legal documents in the field of industry and trade to effectively implement international commitments. Research and develop a system of new policies and laws to create breakthroughs in the development of domestic industry and trade, especially new industries in line with the development trend of the digital economy and the Fourth Industrial Revolution; improve competitiveness and participate in the global value chain.
- Effectively implement the Project "Improving the competitiveness of Vietnamese exports by 2020, with a vision to 2030" according to Decision No. 1137/QD-TTg dated August 3, 2017 of the Prime Minister, the Project "Improving trade defense capacity in the context of participating in new-generation free trade agreements according to Decision No. 1659/QD-TTg dated October 2, 2021 of the Prime Minister.
- Preside over and coordinate with relevant ministries, branches and the Government Negotiation Delegation to study, propose negotiations, develop FTA negotiation plans for the fields under the Ministry's management and submit to the Prime Minister overall plans for organizing, negotiating, signing FTAs as well as implementing signed FTAs; regularly consult VCCI, Associations and the business community on FTAs that are being and will be negotiated, and remove difficulties in the process of implementing FTAs.
- Strengthen coordination with ministries, branches and localities to improve the effectiveness of propaganda activities on international economic integration in a diversified manner, focusing on contents that the business community is interested in.
- Continue to organize meetings of the Intergovernmental Committee, Joint Committee, Trade Subcommittee, established cooperation agreements and mechanisms, negotiate the establishment of new Intergovernmental Committees, Joint Committees, Trade Subcommittees with partner countries.
b) Ministry of Planning and Investment
- Preside over and coordinate with ministries, branches and localities to monitor and urge the implementation of Resolution No. 54/NQ-CP dated April 12, 2022 promulgating the Government's Action Program to implement the National Assembly's Resolution on the Economic Restructuring Plan for the 2021-2025 period; focus on developing and implementing solutions to attract foreign direct investment, especially investment from FTA partners, associated with mechanisms and policies to encourage the transfer of advanced technology, modern management, and production linkages along the value chain with domestic private enterprises; innovate investment promotion methods towards efficiency, focusing on potential partners, attracting strategic investors with experience and financial capacity, transnational corporations with high technology, source technology, and environmentally friendly green technology.
- Coordinate with localities to monitor and synthesize investment data of countries participating in FTAs with Vietnam, and provide it to the Ministry of Industry and Trade to monitor the implementation of FTAs.
- Study the possibility of opening some service sub-sectors to foreign investors at an appropriate level; promote the development of domestic enterprises with potential in capital, technology, competitiveness, and the ability to effectively participate in the global value chain to take advantage of the trend of shifting supply chains to Vietnam and enhance the autonomy of the economy in the context of increasingly deep international integration.
- Effectively implement the Program to support businesses in digital transformation for the period 2021 - 2025.
c) Ministry of Finance
- Review and complete framework agreements and financial cooperation with important partners such as financial institutions, international financial forums, state financial management agencies that are comprehensive strategic partners, strategic partners and traditional partners of Vietnam.
- Develop in depth to improve the effectiveness of financial and foreign cooperation activities in the financial sector, shape regional financial tools and mechanisms to support macroeconomic management, public finance and financial markets; strengthen policy dialogue to enhance prestige in financial cooperation partnerships and promote, attract external resources, mobilize, receive and effectively manage technical assistance activities/programs from partners for the Ministry of Finance.
- Perfecting institutional synchronization and implementing integrated commitments on tax, customs, insurance services, securities, accounting - auditing... Researching and promoting more proactive implementation of commitments on export tax and import tax within bilateral and multilateral frameworks to reduce trade concentration, especially imports from a number of specific partners.
- Improve the effectiveness of implementing financial integration commitments by improving the quality of analysis and forecasting impacts on the economy and the financial sector; research and propose mechanisms and policies to ensure financial security in the context of fully implementing international integration commitments; strengthen and improve the effectiveness of information and propaganda work on the benefits and challenges when implementing financial commitments to relevant organizations and individuals, especially the domestic and foreign business community; promote the synchronous and complete implementation of the National Single Window, ASEAN Single Window, digital customs, smart customs, and automatic tax code issuance; expand and enhance cooperation with customs agencies around the world.
d) State Bank of Vietnam
- Actively, flexibly and cautiously operate monetary policy, closely coordinating with fiscal policy and other macroeconomic policies to control inflation, maintain macroeconomic stability, ensure major balances, and promote sustainable economic growth.
- Continue to promote the restructuring of the credit institution system, focusing on handling weak credit institutions and bad debts; at the same time, further improve competitiveness, enhance transparency, and comply with international standards and practices in the governance and operations of credit institutions.
- Continue to promote digital transformation activities in the banking industry and enhance security, safety, and protect the legitimate rights of customers in the payment sector.
- Effectively implement Decision No. 1813/QD-TTg dated October 28, 2021 of the Prime Minister on approving the Project on developing non-cash payments in Vietnam for the period 2021 - 2025.
- Effectively implement the National Strategy on Financial Inclusion to 2025, with a vision to 2030.
d) Ministry of Foreign Affairs
- Continue to expand, deepen relations and enhance intertwined interests with important partners; promote, build and upgrade economic, trade and investment cooperation frameworks; research to promote and form partnerships in areas that suit our interests such as digital economy, green growth, innovation, human resource development in the context of the Fourth Industrial Revolution ... Effectively utilize favorable factors and external resources to mobilize capital and technology to serve the cause of national development.
- Promote Vietnam's role in international economic mechanisms and forums, especially those of strategic importance, in line with the country's interests and conditions; promote Vietnam's participation in multilateral economic cooperation mechanisms and frameworks, including assuming the role of Co-Chair of the OECD's Southeast Asia Program for the 2022-2025 period.
- Continue to mobilize partners, international organizations, and multilateral mechanisms to support the improvement of medical capacity, promote investment projects, support the production and transfer of vaccine technology, treatment drugs, and medical equipment in the prevention and control of COVID-19.
- Strengthen the implementation of connection activities between localities, enterprises with representative agencies and foreign partners to take advantage of investment and trade cooperation opportunities, support and protect the legitimate rights of people and enterprises abroad.
- Synchronously, creatively and effectively deploy economic diplomacy to serve development according to trends and meet the requirements of the new situation; strongly innovate the content and form of support for Vietnamese industries, localities and enterprises in the process of international economic integration.
- Preside over and coordinate with relevant ministries, branches and the Government Negotiation Delegation on international economics and trade to develop a plan to mobilize diplomatic staff in general and in specific fields to support the negotiation process of FTAs and resolve international trade disputes.
- Strengthen research and strategic forecasting of international economic and trade trends, adjust policies of major partners, participate in frameworks such as the Indo-Pacific Economic Cooperation Framework... to promptly advise the Government on Vietnam's international economic integration policy.
e) Ministry of Justice
- Preside over and coordinate with relevant ministries, branches and the Government Negotiation Delegation on international economics and trade to research, propose negotiations, synthesize and develop negotiation plans in the field of legal services and other fields when assigned by the Government.
- Coordinate with the Ministry of Industry and Trade to synthesize the overall negotiation plan and submit it to the Prime Minister for approval, coordinate with the Ministry of Industry and Trade to develop and implement the negotiation plan in terms of law and institutions.
- Proactively coordinate with relevant ministries, branches and organizations to evaluate commitments in the field of legal services and related fields when assigned to ensure that the negotiation plan and commitment content in FTAs achieve optimal effectiveness for Vietnam.
- Coordinate with relevant agencies on negotiating, signing, ratifying, approving and assessing the legal impact of FTAs and international treaties as a basis for submitting to competent authorities to propose and decide on the negotiation, signing, ratification and approval of FTAs and international treaties to ensure compliance with the provisions of the Law on International Treaties 2016 .
- Coordinate with relevant ministries, branches and agencies to review and assess the compatibility of Vietnam's legal system with the requirements and obligations to be implemented under FTAs.
- Improve the quality of appraisal of legal documents to ensure compliance with Vietnam's international commitments.
- Research and propose the application of good rules of international law, especially in the field of international justice, contributing to the improvement and modernization of domestic law to serve international integration.
- Strengthen training and fostering of international legal knowledge and skills in a modern direction, reaching regional and international levels.
- Support the Government in drafting and submitting to the National Assembly the draft Law on Civil Judicial Assistance.
g) Ministry of Science and Technology
- Effectively implement the Strategy for Science, Technology and Innovation Development to 2030, the National Intellectual Property Strategy to 2030 and the Intellectual Property Development Program to 2030.
- Complete the legal system on standards, technical regulations, laws on product and goods quality in accordance with international practices and continue to complete the national technical standards and regulations system in a direction that is in harmony with international standards and suitable for Vietnamese enterprises.
- Building and developing national quality infrastructure (NQI), promoting digital transformation in the field of quality measurement standards, meeting the requirements of international economic integration on quality measurement standards.
- Effectively implement programs, projects and plans to strengthen standardization, measurement and quality activities to serve international economic integration, specifically: (i) Project "Strengthening and innovating measurement activities to support Vietnamese enterprises to improve their competitiveness and international integration by 2025, with a vision to 2030" (Decision No. 996/QD-TTg dated August 10, 2018 of the Prime Minister); (ii) Project "Deployment, application and management of the traceability system" (Decision No. 100/QD-TTg dated January 19, 2021 of the Prime Minister); (iii) Master plan for productivity improvement based on science, technology and innovation for the period 2021 - 2030 (Decision No. 36/QD-TTg dated January 11, 2021 of the Prime Minister).
- Continue to improve the effectiveness of participation in technical barriers to trade within the framework of WTO, CPTPP, EVFTA, UKVFTA, RCEP and FTAs that Vietnam participates in. Build and complete the database system on technical barriers to trade.
h) Ministry of Agriculture and Rural Development
- Promote the market towards linking along product value chains, enhancing competitiveness for green, safe, organic agricultural products, meeting international and domestic standards.
- Maximize the advantages and potentials of each region and locality, closely link localities in the region to build specialized raw material areas and develop clusters. Mobilize international research organizations and domestic and foreign corporations to build regional agricultural innovation centers in Vietnam.
- Strengthen cooperation with competent authorities of importing countries to promptly resolve technical barriers and disputes arising in agricultural, forestry and fishery trade.
- Promote research and application of science and technology in agriculture, take advantage of 4.0 technology to digitalize agriculture to improve efficiency, productivity and increase the competitiveness of Vietnamese agricultural products.
- Develop agricultural processing industry, improve the value, quality and competitiveness of agricultural products, contribute to a strong shift in production structure, towards export and sustainable development. Strengthen the connection between foreign-invested enterprises and domestic enterprises to develop supporting industries, large-scale, high-quality processing, linked to regional and global agricultural value chains.
- Promote the construction of new rural areas in a green and sustainable direction, speed up the progress of communes meeting new rural standards; review and complete indicators and criteria on rural environment; build ecological villages and smart villages adapting to climate change.
i) Ministry of Information and Communications
- Take the lead in organizing the implementation of the National Digital Transformation Program to 2025, with a vision to 2030. Organize the implementation of the E-Government Development Strategy towards Digital Government for the 2021-2025 period, with a vision to 2030; coordinate with ministries, branches and localities to annually report to the Government on the implementation status.
- Take the lead in organizing the implementation of the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030, issued in Decision No. 411/QD-TTg dated March 31, 2022 of the Prime Minister.
- Develop, submit for promulgation and organize the implementation of the Law on Electronic Transactions in the direction of supplementing regulations on trusted services in electronic transactions, operations of digital platforms, digital data, online digital services, and data sharing services.
- Develop, submit to the Prime Minister for approval and organize the implementation of the Digital Infrastructure Development Strategy, National Cyber Security Strategy, and National Data Strategy.
- Develop, submit to the Prime Minister for approval and organize the implementation of the Strategy for the development of Vietnam's digital technology industry; promote the implementation of the Program to support small and medium-sized enterprises in digital transformation; organize the implementation of the Program to promote digital transformation of large enterprises, corporations and state-owned corporations.
- Develop and implement National Digital Skills Standards and Digital Skills Framework.
- Promote information and propaganda on international economic integration to create consensus among all classes of people on the Party and State's policies on international economic integration.
k) Ministry of Culture, Sports and Tourism
- Continue to effectively implement Decision No. 210/QD-TTg dated February 8, 2015 of the Prime Minister approving the Strategy for developing Vietnam's foreign cultural relations to 2020, with a vision to 2030 and Directive No. 25/CT-TTg dated September 10, 2021 of the Prime Minister on promoting the implementation of the Strategy for developing Vietnam's foreign cultural relations.
- Promote the development of cultural industries, build a healthy cultural market, a digital cultural environment suitable for the digital economy, meeting the requirements of sustainable national development in the context of the Fourth Industrial Revolution and deep international economic integration.
- Promote the combination of promoting and introducing national cultural values and leading cultural industrial products of Vietnam to the world with effective exploitation of FTAs, expanding and diversifying export markets. Develop the soft power of Vietnamese culture, contributing to enhancing the country's overall strength in the coming period.
l) Ministry of Labor, War Invalids and Social Affairs
- Continue to effectively implement the Strategy for international integration on labor and society to 2020, with a vision to 2030; Strategy for vocational education development for the period 2021 - 2030, with a vision to 2045; Resolution No. 06/NQ-CP dated January 10, 2023 of the Government on developing a flexible, modern, effective, sustainable and integrated labor market, and rapid socio-economic recovery; take the lead in coordinating with the International Labor Organization and relevant ministries and branches to effectively implement the Decent Work Program for the period 2022 - 2026 and the Memorandum of Understanding on cooperation to promote international labor standards in Vietnam for the period 2021 - 2030.
- Preside over and coordinate with relevant ministries, branches and organizations to effectively implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period; study the possibility of joining Convention No. 87 of the International Labor Organization; advise and implement labor commitments in new-generation FTAs that Vietnam participates in.
- Preside over and coordinate with ministries, branches and localities to review and propose the completion of relevant policies and laws on labor, society, ensuring social security, especially for high-risk groups, ensuring that the goal of sustainable employment is integrated into Vietnam's socio-economic development strategies and plans.
m) Ministry of Natural Resources and Environment
- Direct the handling of key and urgent environmental issues related to solid waste management, air quality, craft village environment, water environment and river basins, marine and island environment; overcome environmental pollution and degradation; maintain and improve environmental quality and sanitation.
- Promote socialization of environmental protection work; develop and implement international cooperation programs and projects in the field of resource management and environmental protection; build an information system, environmental reporting, promote environmental communication to enhance the implementation of social responsibility of enterprises and the community towards the environment.
- Perfecting policies and laws in the field of natural resources and environment to maximize exploitation, liberation and improve the efficiency of using existing resources, ensuring the effectiveness of the international economic integration process.
- Strengthen international cooperation in environmental protection, protection and sustainable development of natural resources, response to climate change and implementation of relevant international commitments, especially Vietnam's commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26).
- Propose to amend, supplement and develop a new legal system on seas and islands based on assessment and summary of the implementation of the Law on Marine and Island Resources and Environment .
- Speed up the progress of formulating and submitting for promulgation the National Marine Spatial Planning and the Master Plan for the exploitation and sustainable use of coastal resources.
- Strengthen basic investigation of marine and island resources and environment to meet the requirements of sustainable development of marine economy, ensuring national defense, security, foreign affairs and international cooperation.
- Accelerate data standardization and unify management and use of the national database system on marine and island resources and environment, including the database system for assigning sea areas to organizations and individuals. Implement integration and digitization of marine resources and environment databases of ministries and localities with the national database on seas and islands.
- Research and propose the establishment of a Blue Ocean Economic Partnership Group to mobilize the participation of stakeholders, contributing to effective management and promoting sustainable development of Vietnam's marine economy.
n) Ministry of Education and Training
- Promote international cooperation to improve the quality of education and training, especially university education, to be equal to and approach regional and international levels, meeting the requirements of human resource development for the Fourth Industrial Revolution; focus on training human resources for high-tech industries in the face of the trend of shifting supply chains to Vietnam, especially key industries such as electronics and semiconductors.

o) Ministry of Defense
- Actively participate in solving international and regional issues. Continue to deploy military forces to participate in United Nations peacekeeping operations.
- Strengthen the close combination of national defense, security and foreign affairs, promote national defense and security diplomacy to protect the Fatherland early and from afar.
- Continue to promote and deepen relations with partners, especially those of strategic importance to the country's development and security; put established frameworks into practice, creating a connection of interests between our country and its partners.
- Proactively promote participation in international defense integration and international defense cooperation to build trust with partners and international organizations, contribute to protecting a peaceful environment, protecting the Fatherland early and from afar, creating favorable conditions for international economic integration...
- Closely combine national defense, security and foreign affairs. Effectively implement Conclusion No. 53-KL/TW dated April 28, 2023 of the Politburo on international integration and defense diplomacy to 2030 and the following years, Resolution No. 806-NQ/QUTW dated December 31, 2013 of the Central Military Commission on international integration and defense diplomacy to 2020 and the following years, the Project on international integration in defense to 2020, with a vision to 2030, creating interweaving and linking interests between Vietnam and partner countries.
- Promote cooperation in the field of defense economics, defense industry cooperation in the forms of investment, joint ventures, production links, military trade... with suitable partners to contribute to strengthening defense potential, contributing to the overall economic development of the country.
- Continue to effectively implement Conclusion No. 57-KL/TW dated September 16, 2019 of the Politburo on combining national defense and security with economy, economy with national defense and security, especially in important areas related to national defense and security.
p) Ministry of Public Security
- Strengthen state management of security and order, proactively deploy the work of ensuring national security, social order and safety in the process of international economic integration according to functions and tasks. Promote the work of grasping the situation, providing strategic advice, and providing specialized advice to serve international economic integration; continue to effectively implement Directive No. 12-CT/TW dated January 5, 2017 of the Politburo on strengthening the Party's leadership in ensuring economic security in the context of developing a socialist-oriented market economy and international economic integration. Develop the security industry to promote integration and enhance the country's self-reliance in protecting security, peace and stability.
- Complete the Project "Promoting the application of the National Population Database to serve socio-economic development and national digital transformation"; develop a National Cyber Security Strategy, proactively respond to challenges from cyberspace until 2025, with a vision to 2030; coordinate with relevant ministries and branches to ensure data security and protect personal data in the process of international economic integration; coordinate with relevant ministries and branches to complete legal documents related to international economic integration activities and sustainable development in the period of 2021 - 2025.
- Research and promote the expansion of international cooperation channels with countries and international organizations to raise awareness of the situation, exchange information, share experiences and coordinate the implementation of measures to prevent, combat, stop and handle all types of crimes, especially transnational crimes, cyber crimes, high-tech crimes, etc.; proactively detect difficulties and obstacles in cooperation to influence countries and partners to coordinate and remove and resolve them to ensure maximum benefits for Vietnam and minimize damage; mobilize, seek and request countries to support Vietnam's viewpoints, policies and activities at economic forums and issues related to Vietnam's national interests and security.
- Expand international cooperation activities with the United Nations and foreign partners to implement the Project "Vietnam People's Public Security participates in United Nations peacekeeping activities"; promote training and coaching of cadres ready to send cadres and officers to participate in United Nations peacekeeping activities.
q) Ministry of Construction
- Perfect legal regulations and management tools to strictly control the effective urban development process, associated with the industrialization, modernization and rural development process.
- Effectively implement national urban development programs and plans, national urban upgrading, urban development to respond to climate change, Vietnam's Green Growth Urban Development Plan to 2030 and the Project "Sustainable Smart Urban Development in Vietnam for the period 2018 - 2025, with a vision to 2030".
- Speed up the progress of building and perfecting the system of construction standards and regulations to approach international standards; perfecting the system of construction norms and unit prices.
- Implement the Digital Transformation Plan for the Construction Industry for the period 2020 - 2025, with a vision to 2030; Plan for applying Information Technology in the operations of the Ministry of Construction for the period 2021 - 2025.
r) Ministry of Transport
- Accelerate the implementation of strategic breakthroughs in the construction of a synchronous transport infrastructure system with many modern works; focus on prioritizing investment and early putting into use key works and projects on road, sea and air transport connecting regions, areas and economic centers domestically and internationally, thereby effectively supporting industrial development and export. Promote the implementation of transport infrastructure development projects under the public-private partnership model.
- Promote the implementation of strategies, programs, and plans to enhance cooperation and transport connectivity with neighboring countries, the region, and the world to mobilize resources to continue developing the transport system, restore international transport activities to meet travel needs as well as restore supply chains and goods circulation before the impact of the COVID-19 pandemic.
s) Ethnic Committee
- Coordinate with ministries, branches and localities to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period approved by the Prime Minister in Decision No. 1719/QD-TTg dated October 14, 2021.
- Strengthen international cooperation to mobilize resources to implement the National Target Program under the Project "Strengthening international cooperation to support socio-economic development in ethnic minority areas" approved by the Prime Minister in Decision No. 2152/QD-TTg dated December 18, 2020.
t) Other Ministries and branches
- Closely coordinate with relevant ministries and branches, synchronously deploy international economic integration activities and implement the solutions stated in this Resolution.
- Preside over and coordinate with relevant ministries, branches and the Government Negotiation Delegation on international economics and trade to study, propose negotiations, and develop FTA negotiation plans for areas under the management of ministries and branches. Continue to closely follow the implementation plans of current FTAs, fully and promptly implement the tasks stated in the implementation plan.
- Regularly review and improve mechanisms, policies, laws, regulations on administrative procedures, investment and business conditions and build an integrated information system in all fields, especially on markets, trade, investment, services, tourism...
u) People's Committees of provinces and centrally run cities
- Proactively develop programs and plans to implement this Resolution in accordance with the policies of the Party, State and local characteristics.
- Proactively propose specific measures to remove difficulties for businesses in the process of implementing FTA commitments. Effectively take advantage of opportunities brought about by international economic integration, in accordance with regulations, laws, international standards and multilateral institutions to protect the legitimate interests of businesses.
- Develop a specific action plan to quickly and effectively implement Decision No. 749/QD-TTg promulgating the National Digital Transformation Program to 2025, with a vision to 2030...
- Strengthen coordination in organizing trade activities, connecting supply and demand of goods, expanding international and regional experience exchange activities; support enterprises, cooperatives, and business households in promoting and introducing products, promoting product consumption, especially agricultural products to the world market.
- Proactively direct and create favorable conditions for enterprises, cooperatives, and business households to both prevent and fight the epidemic and maintain stable production and safe and effective import and export business activities.
- Strengthening connection with the focal agency, the Ministry of Industry and Trade, during the implementation of the FTA, committed to ensuring avoidance of duplication, waste and achieving optimal implementation efficiency in the context of limited resources.
- Coordinate with the Ministry of Industry and Trade to receive, operate, upgrade and develop the FTAP Portal to connect businesses with state management agencies in the process of implementing FTAs.
- Develop regional economy in a comprehensive, multi-industry direction, build a value chain of goods and services that takes advantage of the specific advantages of each region and locality; strengthen intra-regional and inter-regional connectivity, effectively participate in the global value chain, create new development space, and minimize fluctuations when the supply chain is broken.
- Closely coordinate with ministries, branches, and industry associations to implement practical and effective international economic integration activities; evaluate and report on the results achieved as well as difficulties and obstacles in the implementation of this Resolution.
v) Vietnam General Confederation of Industry and Trade, business associations, professional associations
- Promote dissemination and propaganda of content, impacts, and solutions to take advantage of opportunities and respond to challenges from WTO commitments, FTAs, and other commitments on trade and investment in each field, issue, and market that businesses are interested in.
- Participate in giving comments and criticism from the business perspective on the development of laws and policies to implement FTA commitments.
- Monitor at the enterprise level the implementation of FTAs that competent authorities of Vietnam as well as partners have committed to, especially aspects directly related to the rights and interests of enterprises.
- Synthesize and reflect on difficulties and problems of enterprises in the process of participation and integration, advise and propose policy solutions to promptly and effectively overcome them.
- Synthesize business opinions, consult on implementation and effectiveness with negotiating agencies in negotiating new FTAs and upgrading existing FTAs.
- Consulting, supporting and representing businesses in the process of resolving international trade barriers, trade defense investigations and other cases in foreign markets.
IV. IMPLEMENTATION ORGANIZATION
1. Based on the main tasks stated in this Resolution and on the basis of assigned functions and tasks, Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall directly direct the implementation of the Resolution, and annually send reports on implementation results to the Ministry of Industry and Trade before December 5 for synthesis and reporting to the Government and the Prime Minister.
2. The Ministry of Industry and Trade and the Inter-sectoral Steering Committee on International Economic Integration shall preside over monitoring, inspecting, urging and evaluating the implementation of this Resolution, synthesizing the situation and reporting to the Prime Minister, Head of the National Steering Committee on International Integration and the Deputy Prime Minister, Head of the Inter-sectoral Steering Committee on International Economic Integration annually or upon request./.
