In the new phase of history, Russia is the first strategic partner of Vietnam. With the tremendous success over a decade in developing strategic partnerships, the year 2012 was an important mark for two countries to upgrade relations to a comprehensive strategic partnership, creating a new framework for cooperation bilateral.
On behalf of the Socialist Republic of Vietnam Government, Minister Ha Hung Cuong sent to the leaders and all the people of the Russian Federation the warmest congratulations of their National Day.
He expressed the belief that the strategic partnership relations between Vietnam and Russia would constantly consolidate and strengthen the interests of the people for peace, stability, cooperation and development in the Asia - Pacific region and worldwide.
